BJYM to launch membership drive from July 23 Excelsior Correspondent JAMMU, July 19: As part of Morcha's country-wide programme of bringing more and more youth into Morcha, the Jammu district BJYM will launch a month long membership drive from July 23, the day coinciding with the birth anniversary of Shaheed Chandrashekhar Azad. It was announced in a meeting of the Morcha activists of Jammu district by its president Ajay Vaid. The meeting was attended by the entire team of district office bearers, District Working Committee members and Mandal presidents. Ajay Vaid, while sharing the details of the membership drive, said that the BJYM National president Anurag Thakur has chalked out a countrywide comprehensive programme of bringing more and more youth into

MENDHAR, July 19: Police today foiled an attempt of bovine smuggling by arresting two bovine smugglers and rescued 11 bovine animals from their possession. According to the reports, on getting specific inputs, a police party of Police Station Gursai under the supervision of SP Amit Bhasim and led by SHO Mehfooz Mirza laid a surprise naka late night today at Kallar Morh and intercepted three tata Mobiles bearing registration No JK113133, JK116312 and

JK122509, and rescued 11 bovine animals being smuggled to Kashmir. The drivers of the first two vehicles were arrested while the third one escaped from the spot. The accused have been identified as Mohd Khalil, son of Allha Ditta, Abzal Karim, son of Mohd Abrahim and Mohd Aris son of Mohd Abdullah, all residents of Dheri Loyelite in Dignitaries expressing views during workshop on ‘Gender Rajouri. PM, Sonia deliberate party line ahead of monsoon session NEW DELHI, July 19: Prime Minister Manmohan Singh and Congress President Sonia Gandhi today discussed the strategy to be adopted in the monsoon session of the Parliament on issues like Telangana and proposed amendments in the RTI Act. Sources said the hour-long Congress Core Group meeting focussed on garnering support for the smooth passage of the crucial food security and land acquisition bills. The Core Group meeting decided that Parliamentary Affairs Minister Kamal Nath will hold further consultations with the parties. Meanwhile Union minister Kapil Sibal had a brief meeting with JD (U) President Sharad Yadav in the evening. The party is yet to decide on the date for the Working Committee

With major parties on board, Government is set to move a bill in Monsoon session of Parliament for amending RTI Act to overturn a Central Information Commission (CIC) order bringing six major political parties under the ambit of the transparency law. Government sources said that the Law Ministry had earlier cleared the ordinance route to amend the Right to Information Act but since the dates of the Monsoon session have already been announced and some parties have expressed uneasiness over supporting the ordinance route, it has been decided to bring a bill before Parliament instead. Sources claimed that back channel talks with all major parties have been concluded. At the same time, they said they would support amendments, if they are brought in form of a bill in the upcoming session beginning August 5, highly-placed sources in Government said. The amendments state that declaring political parties as public authorities under the Right to Information Act would "hamper their smooth internal functioning since it will encourage political rivals to file RTI applications with malicious intentions". They maintain that the Representation of the People Act and the Income Tax Act provide sufficient transparency regarding financial aspects of political parties, it is learnt. Under Section 2 of the RTI Act, the definition of public authority in the proposed amendment will make it clear that "it shall not include any political party registered under the Representation of the Peoples Act", the sources said. As proposed earlier, political parties may not be added in the list of organisations (Section 8) exempted from parting information under the information act. The Commission had in its June 3 order said six national parties-- Congress, BJP, NCP, CPI-M, CPI and BSP-- have been substantially funded indirectly by the central government and they have the character of public authority under the RTI Act as they perform public functions. monsoon session NEW DELHI, July 19: A constitution amendment bill for implementation of IndiaBangladesh land boundary agreement is likely to be introduced in the coming monsoon session of Parliament. New Delhi has conveyed this to Dhaka during the Home Secretary-level talks held here today, official sources said. Through the constitutional amendment bill, India wants to ratify the 1974 Indira-Mujib pact for demarcation of boundaries and for exchange of 161 adversely-held enclaves with a population of about 50,000 people, sources said. While Bangladesh Parliament has already approved the land boundary deal, India needs to introduce a constitutional amendment bill because its implementation involves territory swap.
